You may arrive Taiwan either at Tao-yuan International airport of Taichung International airport, depend on the flight and schedule you take.
From Taiwan Taoyuan International Airport to CTUST
1. “Airport Pick-up Service"Form-- If you need ICD to arrange airport pick-up service for you, you shall fill out the  “Airport Pick-up Service"form and send it to ICD two weeks before your arrival via fax: +886-4-2239-3305 or email: f0104@ctust.edu.tw.
2. By Taxi
There is a taxi pickup area by the Terminal Arrival area at Taiwan Taoyuan International Airport. Airport taxies provide 24-hour transportation services.

3. By Public Transportation
From the airport arrival area, take the airport bus to Taichung Train Station. You may take a city bus to Central Taiwan University of Science and Technology. It will take you about 30-45 minutes in spite of rush
hours.(Airport Bus)
At the stop of Taichung station of High Speed Rail Station: by U-Bus Line85
At the stop of Taichung Rail Station by Taichung : by Taichung Bus Line15 or Jen Yu Bus Line 1, Line 20 and Line 21.
You also may take the taxi to our university, it will charge you approximately NT 250-300.(Taichung Bus)
Public Transportation
1. Taiwan Tong Easy Card
The Taiwan Tong easy card is a prepaid electronic ticket, rechargeable transportation card, which can be used on all Taichung buses, MRT trains, metro shuttle buses, and at Taipei Public Parking lots. It can be purchased at all Taichung city bus stations.      Link:http://www.twnsc.com.tw/
2. Taiwan Railway
Taiwan Railway, the oldest transportation system in Taiwan, provides intercity services with affordable fare. International  students with valid passport and student ID are eligible to purchase Taiwan Rail Pass (TR Pass) which allows unlimited travels for 10 days, 20 days or 30 days on Taiwan Railway Service.  
3. Taiwan High Speed Rail (THSR)
The Taiwan High Speed Rail (THSR) began operating on January  5, 2007. The THSR train travels from Taipei City to Kaohsiung City in roughly 90 minutes as opposed to 4-6 hours by conventional rail.
4 .Taxi
Taxis are prevalent throughout Taichung city 24 hours a day. The meter fare of taxi starts from NT$70. There is a 20% surcharge for night taxi services (11pm to 6am). And there may be a NT$10 surcharge for booking by telephone and trunk service. Most taxi drivers cannot speak or read English, so providing them with the destination in Chinese characters or a
map is helpful.
